When you assume that the pot is raised pre flop and one bet is made post flop, you would have placed 3 bets only for the turn. In this way, it is better to fold at the turn. You may lose a little less than half of the money, which otherwise you could have lost once you called the showdown.
It is not advisable to fold your hand at the time of river. Some of the exclusions to this are that if you miss a draw, such as small flush draw, and if there is so much betting and raising in the game for you to know that you are beat.
